DLRS Bihar: Official Guide to Bihar Land Records, Jamabandi, Maps, LPC and Encumbrance Checks

DLRS Bihar searches often mix three different government systems: DLRS for land records and survey services, BiharBhumi for revenue land-record services, and eNibandhan/Bhumi Jankari for registration records such as registered documents, certified copies and encumbrance-related services. This guide separates those functions so users land on the right official portal.

DLRS Bihar stands for the Directorate of Land Records & Survey, Government of Bihar. The DLRS website is the official survey and land-records directorate portal. Its public-service links point users to related services such as online maps, revenue records, Jamabandi records, land rent and mutation.

The broader Bihar land-records gateway is run by the Department of Revenue and Land Reforms, Government of Bihar. Its portal ecosystem includes BiharBhumi, Online Mutation, Online Bhu-Lagan, Online Jamabandi, Parimarjan Plus, Register of Land Encumbrances, Online LPC, Bhu-Naksha, e-Mapi and Bhu-Abhilekh.

Important distinction: registration of documents, certified copies and registration-linked encumbrance-certificate services are handled by the Prohibition, Excise & Registration Department through eNibandhan, not by DLRS alone.

Use BiharBhumi or the Revenue and Land Reforms gateway for Jamabandi/Register-II searches. On the tested Jamabandi form, the live UI displays district, anchal, halka and mauza fields before the search options.

Step 1: Open the official BiharBhumi page or the Revenue and Land Reforms gateway and choose 'जमाबंदी पंजी देखें' / Online Jamabandi View and Print.

Step 2: Select District, then Anchal, Halka and Mauza. These fields must be selected in the portal order because later dropdowns depend on earlier selections.

Step 3: Choose the search method shown on the form. The tested UI supports search by current part/page, raiyat name, plot number, khata number, jamabandi number, all Register-II by name, and computerized Jamabandi number.

Step 4: Enter the matching value exactly as shown in your land papers. For older records, try more than one search mode because names, khata numbers and plot numbers can be digitized differently.

Step 5: Enter the security code shown on the page and submit. Review the displayed Jamabandi/Register-II details before printing or using them for a transaction.

Step 6: For map/boundary context, open BhuNaksha Bihar and use the map-view option after selecting the relevant location. BhuNaksha is a cadastral map service; it should be read together with the revenue text record and registered deed.

Jamabandi/Register-II: the Government Services Portal describes the Bihar Jamabandi service as an online view-and-print service. Use the official Jamabandi page and print from the portal or browser after the result appears.

Bhu-Abhilekh: for digitized/scanned land-record images, use Bhu-Abhilekh. The tested page requires Public Login, acceptance of the disclaimer and, for new users, registration. Do not describe Bhu-Abhilekh records as freely downloadable unless the logged-in portal actually shows that option to the user.

Bhu-Lagan: for land-rent payment, use the official Bhu-Lagan portal. If a payment is failed or pending, use the Failed Transaction Status option with the transaction ID before trying to pay again.

Certified copy of registered document: use eNibandhan Bihar. The official eNibandhan page lists Certified Copy as a service and the citizen-login page asks for username/email/mobile. A login or signup may be required.

Maps: BhuNaksha provides cadastral map access; where formal certified maps or door-step delivery of revenue maps is needed, follow the service shown on DLRS/BiharBhumi and do not assume a fee or delivery rule unless shown by the service page.

For ownership due diligence in Bihar, do not rely on one screen alone. Cross-check the registered document or certified copy through eNibandhan, the current Jamabandi/Register-II record through BiharBhumi, mutation status, LPC status where needed, and the cadastral map through BhuNaksha.

To check land encumbrance through the Revenue and Land Reforms system, use the official Recording of Encumbrances on Land page. The tested page asks for the computerized Jamabandi number.

For registration-linked encumbrance-certificate services, use eNibandhan. The official eNibandhan page lists Encumbrance Certificate as a service. Apply or download only through the logged-in workflow shown by that portal.

For prohibited or restricted properties, eNibandhan also exposes a 'View Prohibited Properties' form with Registration Office, Circle, Village and captcha fields.

Wrong portal: use DLRS for survey/land-record links, BiharBhumi for revenue land records and eNibandhan for registration/certified-copy/EC services.

Record not found: retry with another search mode such as raiyat name, khata number, plot number, jamabandi number or computerized jamabandi number.

Dropdown not loading: select the fields in order—district, anchal, halka, mauza—and refresh only after noting your entered details.

Security code/captcha mismatch: reload the captcha and re-enter it carefully. Do not submit repeated payment attempts because a previous payment may still be pending.

Bhu-Abhilekh access blocked: accept the disclaimer and use public login/new user registration. The portal states that scanned images are used as the authentic/original record source for practical purposes.

Lagaan payment failed or pending: use Failed Transaction Status with the transaction ID before paying again.

Name, khata or plot mismatch: use Parimarjan Plus or the relevant correction/mutation route shown by BiharBhumi; for legal disputes, consult the concerned revenue office or a property lawyer.
