Bhulekh Odisha: How to Check RoR, Khatiyan, Plot and Tenant Records Online

Bhulekh Odisha is the official Revenue & Disaster Management Department portal for RoR, Khata/Khatiyan, Plot and Tenant details. Use BhuNaksha/Map View for maps and IGR Odisha for EC.

Bhulekh Odisha is the official land-record portal of the Revenue and Disaster Management Department, Government of Odisha. It is hosted at bhulekh.ori.nic.in and provides public access to Record of Rights (RoR), Khatiyan (account) details, Plot information and Tenant records for land across Odisha. A Record of Rights in Odisha contains two pages: the front page (mukhapatra) listing the landholder's name, Khata number, plot numbers and classification, and the back page (pachhatapatra) showing the area, valuation and category of each plot. These revenue records are maintained at the Tahasil level under the respective Revenue Inspector and Tahasildar. For land maps, a separate BhuNaksha Odisha portal at bhunakshaodisha.nic.in provides GIS-based parcel maps. For Encumbrance Certificates and certified copies of registered deeds, use IGR Odisha at igrodisha.gov.in.

Open the official Bhulekh Odisha portal at bhulekh.ori.nic.in. The homepage shows a district map and a list of districts. Click your District or select it from the list. The portal then asks you to select Tahasil and Village. Once you have selected the Village, the search interface offers three modes: search by Khatiyan (account number), by Plot number or by Tenant name. Choose the mode that matches the information you have and enter the relevant details. For Khatiyan search, enter the Khata number. For Plot search, enter the plot number. For Tenant search, enter the name. The portal will return a list of matching RoR entries. Click View RoR to display the full Record of Rights. The RoR shows both the front and back pages — verify the holder name, plot numbers and extent against your existing documents.

Once the Record of Rights is displayed on bhulekh.ori.nic.in, use the Print button available on the result page to generate a printable version. The portal does not charge for viewing and printing the RoR; it is publicly accessible. However, this web-generated RoR printout is informational and is not automatically a certified copy for court or government transactions. For certified copies of RoR, approach the Tahasil office or use the official process under the Odisha Survey and Settlement rules. The portal also provides a 'Pay Land Revenue' link (ePauti) for paying annual land revenue — keep the payment receipt number for future reference. For land maps, use BhuNaksha Odisha; note that BhuNaksha is a separate portal and map accuracy should be confirmed at the Tahasil office for legal boundary matters.

The RoR on Bhulekh Odisha shows the person or entity recorded as the landholder (Raiyat) in the revenue system, along with the plot details and the nature of the right — whether it is Ryotwari, Government, forest or other. This is the revenue ownership record but it does not show registered sale deeds or mortgages in the registration system. To check registered transactions — sales, mortgages, releases — use IGR Odisha at igrodisha.gov.in, where you can apply for an Encumbrance Certificate or search the registered document database. For a property purchase in Odisha, the standard due-diligence involves both the current RoR from Bhulekh Odisha and a minimum 12-year EC from IGR Odisha. If there is a discrepancy — for example, the RoR holder differs from the person offering to sell — check for pending mutations at the Tahasil office and consult a qualified property advocate.

Selecting the wrong Tahasil is the most common error — administrative Tahasil boundaries may differ from postal address boundaries. If a search returns no result, verify the District and Tahasil combination against official revenue maps or consult the Tahasil office. 1. Open Bhulekh Odisha

Go to bhulekh.ori.nic.in. The homepage shows a district map of Odisha — click your district or select from the list.

2. Select Tahasil and Village

After choosing the District, select your Tahasil and then the Village from the cascading lists provided.

3. Choose search mode

Select Khatiyan (account number), Plot (survey number) or Tenant (name) depending on what information you have.

4. Enter the search identifier

Enter the Khata number, plot number or landholder name as it appears in your existing documents and submit.

5. View the Record of Rights

Click 'View RoR' on the result. Check the front page (holder name, Khata, plots) and back page (area, classification) against your records.

6. Print the RoR

Use the Print button on the RoR page for an informational copy. For certified copies, visit the Tahasil office.
